Biography Toshiko Igarashi
Deputy Director, International Affairs Division, Japan Fair Trade Commission
Ms. Toshiko Igarashi is currently in charge of promoting international cooperation with other competition agencies through organizations such as the OECD, the ICN, the UNCTAD and the APEC at the Japan Fair Trade Commission (JFTC). In particular, she has been working for the Vice Chair for Advocacy and Implementation of the ICN since 2010. Prior to the appointment to her current position in July 2008, she served as a Chief Investigator at Mergers and Acquisitions Division of the JFTC and engaged in the review of merger guidelines (in 2004 and 2007) and merger notification system (in 2007-2008) as well as review of various merger cases. She was also a researcher of the Competition Policy Research Center (CPRC) of the JFTC and conducted collaborative research with outside experts on merger-related topics.
Ms. Igarashi holds B.A. in International Relations from the University of Tokyo, and Master in Public Administration (M.P.A.) from John F. Kennedy School of Government, Harvard University.
